Why is it more than just running a wire?+

Because code around water is strict for good reason: a dedicated GFCI circuit, equipotential bonding, and a code-distance disconnect (NEC 680). That bonding and GFCI work is what keeps a wet environment safe — and it's what a licensed C-10 won't skip.
